用R探长刷ARM，开了一个2+12之后，第二个2+12提示我

Error returned by LaunchInstance operation in Compute service.(400, QuotaExceeded, false) The following compartment quotas were exceeded: standard-a1-core-count in policy 'ocid1.quota.oc1' by 2. You can locate the quota policies by searching for the quota IDs in the console.

不应该是4个核心的配额吗？为啥会有这种错误啊？
